We have these in Vietnam also but we call them bánh cảm and they can be filled with red bean paste or yellow mung bean paste. They’re one of my favorite snacks.

Cooked dough should be added when the dough is still hot, and mixed evenly before it cools down. This small bowl of water will be used later. After the dough is dipped in water, more sesame seeds can be stuck to the surface, and they are very firm and will not fall off.

If you think it is too runny, you can cook it for a while longer to dry out the water and reach an ideal state. There is not much difference between powdered sugar and granulated sugar.
